Ali Yerlikaya was born in October 11, 1968 in Konya. After completing his first, middle and high school education in the same city, in 1989 he graduated from the Department of Political Sciences in Public Administration of Istanbul University.
In 1993 he was appointed to the govenership of the Felahiye, Kayseri and respectively served as district govener at Erzin-Hatay, Derebucak-Konya, Hilvan-Şanlıurfa and Sarıkaya-Yozgat.
In 2003, he was appointed to the Legal Department of the Ministry of Interior.
On October 18, 2003 he was appointed to the staff of the Ministry of Health as a General Manager.

Şırnak Governor between November 30, 2007 and May 17, 2010
Ağrı Governor between May 24, 2010 and August 9, 2012
Tekirdağ Governer between August 18, 2012 and March 3, 2015
On February 16, 2015 with the number 2015/7295, he assigned to the post of Governor of Gaziantep By Decree of the Council of Ministers. Governer Yerlikaya is married and father of four children.
